Since 24 May 2026, Brazil's Freight Operation Identification Code (CIOT) has been mandatory for every paid road-freight operation. The National Land Transport Agency (ANTT) has clarified that the requirement covers transport companies, cooperatives and contracted self-employed carriers.
Each registered operation receives its own code and records the contracting party, carrier, vehicles, cargo, origin, destination and freight value. The system makes the contract traceable and supports verification of Brazil's minimum-freight rules where applicable.
The universal requirement expands the previous scope, which focused mainly on contracts involving self-employed or equivalent carriers. Operations involving vehicles that have not yet been registered and certain special loads identified in Brazilian regulations are exempt.
To avoid delays, contracting parties should verify that their payment institution or management system is approved and integrated. Vehicle, route, price and party information should also be checked before departure, and the code retained throughout the operation.
The change is particularly relevant to Argentine, Paraguayan, Uruguayan, Bolivian and Chilean carriers working with Brazil whenever the contract falls under local rules. Before dispatching an international load, carriers should confirm with the Brazilian contracting party who will issue the CIOT and how it will connect to the operation's documents.
